Elsie was born in 1912.  Elsie's father was Keng Tye Chia and her mother was Tuan Neo Lim.  Her paternal grandparents were Chia Hood Theam and Lan Neo Yeo. She had two brothers and four sisters, named Chin Tiong, Bok, Amy, Grace, Maggie and Daisy. She had a half-sister named Lyna.  She died at the age of 93 in 2005.

‌Elsie and Jin Hoe were married.  They had a son and two daughters, named Roy, Eleanor and Gratiana.
